The location of this position is currently in Anchorage. The position may be located in Anchorage, Fairbanks, Juneau or other state office dependent upon the location of the most qualified candidate. There is only ONE position to be filled.
The Department of Environmental Conservation, Division of Water (DOW) is seeking a licensed engineer to serve in the Wastewater Discharge Authorization Program (WDAP) Domestic & Industrial Utilities section as the supervisor of the engineering plan review function. You will work with a team of experienced environmental and engineering professionals to make a difference in protecting water quality, human health, and the environment in America's Last Frontier.
The position will be supervised by and report directly to the Domestic & Industrial Utilities Section Manager in the Anchorage office. This position will also supervise two plan review engineers.
The key responsibilities of the position include, but are not limited to:
Assist the section manager to identify and develop program needs statewide (regulation revisions, checklist development, staff and public guidance documents, etc.)
Reviews, comments on, or drafts responses to proposed federal or state regulations, guidelines, permits, standard operating procedures or work plans
Provide technical oversight of plan review engineering staff and coordinates with other engineers and environmental specialists within and outside of the agency
Review and evaluate plans, specifications, original designs, preliminary and final layout of structures, systems, equipment and components for conformance with federal/state regulatory requirements and standards established to protect public health and reduce pollution
Provide clear and readily understandable information to the public on regulations, policies and procedures, and explains the intent of these
Conducts a wide variety of related engineering work including literature searches, treatment methods and requirements, and reviewing facility inspection reports
Sets up equations and perform engineering computations to determine if a process will work using a working knowledge of industrial processes, fluid flow, chemistry, biological processes, mechanical structure considerations, soil characteristics, or mass transfer
Review wastewater discharge permit applications and drafting detailed, legally defensible wastewater discharge permits and fact sheets, in compliance with applicable state and federal regulations
Interpret and provide guidance on wastewater discharge permits (primarily in the Domestic & Industrial Section), water quality standards, state and federal wastewater regulations, and permit requirements

Excellent written and verbal communication skills, including the ability to effectively communicate regulatory requirements to a wide variety of professional and nonprofessional representatives of local, state or federal governmental interests, the public sector and private businesses; ability to establish and maintain working relationships with these diverse groups
Experience in writing regulations, reviewing proposed regulations (at all governmental levels) and making recommendations for regulation revisions
Skill and ability to prepare concise written documents and presentations on technical issues for a non-technical public audience
Considerable knowledge of and experience with professional engineering concepts, principles and practices applicable to the full spectrum of engineering duties concerned with the design and layout of industrial and domestic waste treatment facilities, pumping stations, sewer systems, storage facilities, water supply and distribution systems and the ability to design and evaluate designs of these type of facilities
Technical ability to evaluate the effectiveness and appropriate application of innovative designs for treatment and disposal of wastewater that may require advanced levels of engineering expertise
Knowledge and experience with the Clean Water Act and supporting federal regulations, State of Alaska laws and regulations relating to wastewater permitting, and water quality standards
Experience with wastewater discharge permit writing, development or compliance; highlight any specific experience in Alaska
Ability to make engineering-economic evaluations of proposed pollution control methods and plans, to adapt standard practices and techniques and to recognize discrepancies and deviations
Skill with using computer software programs including Microsoft Office (e.g., Word, Excel, and PowerPoint), fate and transport computer modeling, statistical programs; experience with the implementation and use of electronic data
This position may require occasional travel to other parts of the state for permitted facility visits, meetings with applicants and stakeholders, public hearings, etc. Travel is not expected to exceed 1-2 times per year.
Special Requirement: Engineer I, DEC requires registration as a professional engineer (PE) by the State of Alaska. Persons not registered as a professional engineer in the State of Alaska must be registered in a state recognized by the Alaska State Board of Registration for Architects, Engineers and Land Surveyors eligible for comity in accordance with AS 08.48.191(b). Persons employed under this provision must become registered in Alaska within 12 months of hire and sign an agreement to this effect as a condition of employment.
Bachelor's degree from an accredited institution in environmental engineering or a related branch of engineering;
Three years of engineering experience of which two years were equivalent to an Engineering Assistant II, DEC with the State of Alaska.
Master's degree from an accredited institution in environmental engineering or a related branch of engineering;
One year of engineering experience equivalent to an Engineering Assistant I, DEC with the State of Alaska.
Electronic and electrical engineering are not considered related branches of engineering for this job class.
Special Requirement: Engineer I, DEC positions require registration as a professional engineer (PE) by the State of Alaska. If you are registered as a professional engineer with a state other than Alaska, you must apply for and receive a State of Alaska registration within one year of appointment.
