Under the direct supervision of the Division General Manager, the Civil Construction Estimator will collaborate on bid and proposal preparation, negotiate contracts with clients and work closely with design teams. This individual will also work closely with owners, engineers and general contractors to provide value engineering solutions across heavy civil, marine and underwater construction disciplines. This position will be expected to provide guidance and training to other construction estimating personnel in the company's estimating systems and procedures.
This position will be based out of the Northwest Office located in Washougal, Washington.
The ideal candidate will have ten or more years’ experience estimating bids that range from $1 -$50 million dollars in the heavy civil construction industry, marine industry strongly preferred. They will be proficient in HCSS HeavyBid and Microsoft Office Suite.
Essential Duties & Responsibilities:
Formulates project estimates/proposals to ensure a quality, accurate and timely submission. This includes working closely with current team of estimators and PM’s to provide turnkey cost estimates, including the mentoring of new estimators.
Assists in maintaining project schedules by monitoring project progress.
Develops project work plans, schedules and submittals.
Performs material take-offs, organizes pre-bid data, researches past costs and develops construction sequence.
Coordinates and cultivates strong business relationships with industry suppliers and sub-contractors.
Coordinates and cultivates strong business relationships with internal and external joint venture partners.
Performs site visits and investigations as needed.
Produces pre-bid construction schedules.
Attends pre-job job meetings.
Conducts constructability studies.
Presents estimate quantities, rationale, and scheme to management during bid reviews.
Organizes and conducts handoff of project to operations if project awarded.
Attends and is an active participant in weekly job progress meetings with operations, accounting and field crews.
Leads project hand-off meetings with key operational staff.
10 years of heavy civil/marine construction experience with at least five years of estimating experience.
HeavyBid experience required.
Working knowledge of standard marine construction practices.
Experience in estimating projects with values between $1 - $50 million.
Proven record of estimating success.
Excellent interpersonal communication skills.
Must be flexible to travel occasionally.
Must have excellent organizational and time management skills.
Must be able to write reports, business correspondence, presentations and proposals.
Strong computer skills including experience with Microsoft Office Suite, MS Project, P6, CAD.
Ability to work in a fast-paced environment while satisfying customer needs and maintaining effective working relationships.
Ability to proactively identify issues and offer solutions.
Ability to work independently.
Ability to work under pressure and achieve required deadlines.
Education & Certifications:
Bachelor’s degree in Mechanical, Civil or Structural Engineering, Business Administration or at least 10 years’ experience of relative job experience in the heavy civil or marine construction industries.
Physical Demands / Working Environment:
Ability to remain outdoors for long periods of time in various seasons and conditions
Ability to lift and carry up to twenty-five pounds
Ability to wear personal protective clothing and equipment including, but not limited to, respirators and fall protection
Prolonged periods sitting at a desk and working on a computer.
