This position is located in the Federal Transit Administration (FTA) Chicago, IL Regional Office. The transit programs of Region V are characterized by the highest degree of complexity and sensitivity due to the number of persons served, the type and number of on-going projects, the involvement of large sums of money/complex financial arrangements, the coordination of different transit needs, the involvement of multiple governmental jurisdictions.
As a General Engineer, you will:
Have a detailed oversight of grantee efforts related to (1) design facilities, equipment and systems using established criteria or specifications; (2) construction and manufacture of facilities, equipment, and systems in accordance with contract requirements and specifications; (3) test of material, equipment and systems for compliance with specifications or for evaluation in terms of intended operation use; (4) review of engineering aspects of applications, designs, or proposed plans for compliance with laws, regulations, standards, specifications, or other requirements and criteria; (5) coordination of varied engineering operations and functions to accomplish a specific project.
Provide engineering advice in the management and oversight of all aspects of FTA-funded programs and projects include the following areas: technical capacity, project engineering, maintenance and operations, safety and security, Buy America requirements, cost and schedule estimates and risk management.
Examine and develop project progress reports, financial statements and schedules and compares them with the latest approved budgets and schedules noting any significant cost increases and slippage.
Review and evaluate grantee project cost, schedule, scope, and quality documents; monitors project development to ensure that projects are properly designed and managed.
This position is perfect for a General Engineer with experience in engineering design with construction principles to include risk assessment and administering Federal grants.

To qualify for the GS-09 on Education alone, you must have:
At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.

To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
Experience managing or directing transportation projects.
Experience with engineering fields, including civil, structural, architectural, electrical, mechanical, and environmental.
Experience with engineering theories, concepts, principles, standards and methods and prepare, present, and evaluate plans, reports, and correspondence.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify on for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:
Experience extending and modifying traditional design and construction engineering options.
Experience with designing engineering and construction management and related engineering fields, including structural, architectural, electrical, mechanical, and environmental.
Experience providing oversight to others on engineering issues, concepts, principles and methods.
Experience providing advice and recommendations for the continuous improvement of major safety programs, systems and operations of national significance.
There is no education substitute at the GS-12 level; you must have experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.
