Summary
A successful candidate in this position will manage United States (US)/United Kingdom (UK) activities under the 1958 Mutual Defense Agreement to include material and technical support to the UK continuous at-sea deterrent for Joint US/UK weapon program research, design, development, production, modification, surveillance, safety, dismantlement and disposal.
Responsibilities
As a General Engineer/Physical Scientist, you will:
Define project scope, requirements, and deliverables, develop, modify, or provide input to project plans, and implement project plans to meet objectives. Coordinate and integrate project activities; manage, lead, or administer project resources, monitor project activities and resources to mitigate risk. Implement or maintain quality assurance processes. Make improvements, solve problems, or take corrective action when problems arise, and present or brief aspects of projects. Participate in phase, milestone, and final project reviews, identify project documentation requirements or procedures; and develop and implement product release plans.
Accomplish program and project management, establishing program objectives and performance measures. Develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of programs; review program, operation, plan, schedule, direction accomplishment and execution. Participate in regular information planning sessions, maintain productive interaction with staff, monitor, report work status and progress, and recommend actions when adjustments require a different course of action.
Collaborate and invent, design, analyze, build, and test weapons, machines, systems, structures components, and materials to fulfill objectives and requirements while considering the limitations imposed by practicality, regulation, safety, and cost for the Nuclear Security Enterprise. Apply techniques of engineering analysis in infrastructure assessment, construction, research and development, testing, maintenance, production in factories and elsewhere, determine the causes of program, project, or process issues, and test output to maintain quality.
Develop and issue national and international design standards for research facilities; long-range and continuing plans for projects involving construction, repair, renovation, improvement of NNSA research facilities; safety, health, and security of facility employees and clients; performance, reliability, safety and cost-effectiveness of future national energy solutions; vital national defense issues and conditions including institutional arrangements among Federal, State, and local governments; NNSA engineering policy, standards, and guidance for designing, installing, and operating electrical power systems, equipment, and materials in facilities located worldwide; existing and future construction and design projects for defense activities; quality of life, safety, and security of the general public; successful accomplishment of national defense missions.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., EN-03/NN-03 or GS-13.
Specialized experience for this position is defined as: Applying professional engineering or physical sciences concepts, theories, and practices to manage, evaluate and negotiate program planning, direction, and integration activities with foreign governments and other U.S. Federal Departments/Agencies.
Examples of this type of experience include:
Demonstrated experience leading multi-disciplinary technical personnel in the resolution of Mechanical, Electrical, Industrial, and Nuclear Engineering issues.
Demonstrated experience in the roles, responsibilities, and interrelationships of design and production plants to implement the nuclear weapons activities necessary to meet the goals and objectives of a program.
Demonstrated experience in weapon program workload commitment, including the allocation of funds, to support all approved planned activities and in the day-to-day resolution of design, production and logistical issues.
Demonstrated experience interfacing with senior program and organizational leadership to ensure clear understanding of programmatic commitments and performance status.

Mastery of program, project, acquisition principles and techniques, budget processes, technical requirements, procurement processes and procedures, and contract terms and conditions in order to manage programs, projects, and/or evaluate contractor operations.
Mastery of principles and practices of quality assurance, technical auditing, assessment and surveillance of work planning and tracking, to ensure efficient, effective facility operations and to identify issues and problems requiring correction.
Authoritative knowledge of, and skill in applying, the art and science of engineering sufficient to formulate, evaluate, nurture, and promote the generation and exchange of new theories, concepts, principles, methods, applications, and practices; to plan, evaluate, and execute short- and long- range programs impacting national or international issues; to serve as an authoritative expert and consultant on broad programs, in highly specialized fields, or industries affecting national or international interests, the well-being of the public and the nation, and/or the sustainability of natural resources and environments; and which extend the existing parameters of engineering, its applications, and practices.
Mastery of principles, practices, theories and concepts of multiple professional engineering disciplines (i.e., chemical; civil; construction; electrical; electronic; environmental; fire protection; industrial; mechanical; nuclear; and safety, etc. and/or of multiple physical science disciplines, including, chemistry, physics, health physics, metallurgy, geoscience, etc.).
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
