Orange County Government, Florida's Environmental Protection Division (EPD) is seeking a motivated, organized individual to fill an Engineer II, Engineer III, or Sr. Engineer position for the Development Review Program. Work is characterized by considerable independence and responsibility to exercise initiative, and carry all assignments through to completion. The program reviews and evaluates development plans for compliance with Orange County environmental regulations and to communicate any necessary changes to permit applicants. Ideal candidates must have high attention to detail, excellent communication skills and proficient computer skills. The position may be filled as an Engineer III or Sr. Engineer depending on the qualifications of the selected candidate.

Serves as the supervisor and leads the Development Review Program and serves as one of three EPD employees in the program who are involved in the critical role of performing environmental analysis of Future Land Use Map Amendments, Land Use Plans, Preliminary Subdivision Plans, Development Plans, concept plans and associated plan revisions.
Represent EPD at the Development Review Committee, Technical Review Group, Board of Zoning Adjustment, Planning and Zoning Commission and Local Planning Agency, Board of County Commissioners, and Community Meetings.
Provide backup support for commercial plan reviews, reviews of single-family residential permits requiring environmental review, and providing EPD customer service at the One-Stop Customer Service at the Building Safety Division.
Perform detailed environmental analysis of Future Land Use Map Amendments, Land Use Plans, Preliminary Subdivision Plans, Development Plans, concept plans and associated plan revisions.
Review various plans for environmental code compliance with a goal of protecting natural resources, and community health and welfare affected by the various proposed designs, commercial and industrial processes, and site modifications. Types of plans may include: initial concepts, land use, planned developments, preliminary subdivision plans, future land use map amendments, mass grading, construction, building permits, commercial plans, plat reviews and others.
Review procedures include analyses of the following: online site aerial photos of current and historic land use, permitting history, wetlands, surface waters, soil/groundwater contamination, soils and vegetation maps, potential for erosion, Brownfields, air resources impacts, noise impacts and others.
Prepare reports, emails, and review summaries. Document all interactions and plan review analyses. Timely responses and follow-up is expected to meet imposed deadlines as necessary to process development plans through the various design and code compliance verification and revision steps.
Coordinate reviews and issues with internal County offices, other agencies, citizens and applicants to include developers, engineers, realtors, and land owners.
Perform other related duties as assigned.

Graduation from an accredited college or university with a Bachelor's degree in a field of study to be specified by the department and one year of experience to be specified by the department.
A Bachelor's degree in a field of study to be specified by the department and four (4) years of experience in: leadership and supervision of a team, code interpretation and application, understanding of the regulatory process, plan examination, engineering concepts, planning concepts, and/or natural resource concepts.
Must possess and maintain a Professional Engineer license from the Florida State Board of Professional Engineers or be able to obtain it within (6) six months from date of hire.
Graduation from a accredited college or university with a Bachelor's degree in a targeted field of study listed above and six (6) years of experience leadership and supervision of a team, code interpretation and application, understanding of the regulatory process, plan examination, engineering concepts, planning concepts, natural resource concepts.
Licensed in a state of the United States as a professional engineer. Must be licensed in Florida as a professional engineer within one (1) year of hire.
Prefer applicants with excellent written and verbal communication skills.
Proficiency with Microsoft Office.
Experience with or the ability to learn within six-months of hire the County’s land development process.
Experience with or the ability to learn within six-months of hire the County’s Land Development Management System (LDMS) software.
Ability to effectively communicate verbally and in writing.
Ability to plan, organize and coordinate work projects.
