The Registered Engineer or Inspector will be responsible for monitoring the quality of construction activities and conducting the inspections of on-going construction. S/He is expected to perform constructability reviews of project and contract documents. This is to support the Inspection Services for USCG Civil Engineering Program in the State of Alaska.
Review daily Contractor’s Reports and prepare Reports. Attend project management and construction contractor meetings
Monitor job-site safety and compliance
Perform a variety of Inspection duties that broadly defined will include monitoring the effectiveness of construction contractor quality assurance and quality control (QA/QC) programs, or inspection of USCG facilities for facility maintenance issues
Ensure the construction is in accordance with plans and specifications
Conduct on-site inspections of a construction project(s) and provide written reports
Perform reviews including, but not limited to, equipment and material submittals, progress charts, quality control (QC) and Safety Plans, and various work plans
Photograph the construction progress and logically file the records and transmit as required
Monitor the Contractor’s Quality Control Program for compliance with appropriate requirements Research and identify design and/or construction problems and provide recommendations to the Coast Guard (CG) construction Project Manager
Witness acceptance testing, commissioning, and participate in inspections
Monitor job-site safety and compliance
Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc.
Prepare supporting information for proposed modifications. Prepare field sketches measurements and recommend solutions to USCG construction Contracting Officer’s Representative (COR)
Maintain a current set of contract plans and specifications with executed modifications posted.
Perform pre-construction plan reviews
Review payment requests/invoices and provide recommendations to the USCG construction contract COR.
Qualifications To be successful in the role:
Degree in Engineering or Architecture
Must be RA or PE in the State of Alaska
Demonstrated ability and 10 years prior experience inspecting or managing multiple construction contracts or been directly involved in the design and construction or oversight of the work
Minimum 5 years of construction oversight experience within the last 10 years in construction, gained through hands-on field experience in providing construction oversight, quality control or inspection on projects $500K-$5M in size
Must have experience with Federal and/or State Agency design-build, or design-bid-build contracts demonstrating experience at a remote, austere location, similar in conditions to the State of Alaska
QA/QC experience in multi-trade construction projects, must be equivalent experience as a construction superintendent, typically providing both supervision and QA/QC duties for a variety of construction services and projects
Oversight the project management, quality assurance and quality control (QA/QC) and managing multi-trade construction projects
Demonstrated hands-on experience in inspecting facilities and construction for compliance with contract requirements.
