This position is located at the Clement J Zablocki. VA Medical Center in Milwaukee, WI. The primary purpose of the position is to plan, evaluate, and advise on construction activities involving mechanical engineering systems and equipment including design, layout, construction, and installation within government buildings and designs mechanical systems and equipment to meet specialized facility needs. The position provides advisory expertise to the Facility Chief Engineer who determines the types of systems most suitable to meet the requirements of a structure, the equipment capacity requirements to meet a facility's needs, and ensures overall conformance with agency specifications and standards, which spans across multiple VISN 12 Facilities.
- Performs design and layout of plans for heating, ventilating, air conditioning and refrigeration systems for multiple VISN 12 Medical Center facilities, research buildings and CBOCs. Projects include new construction and additions or renovations to existing structures.
- Reviews and recommends approval of mechanical equipment, shop drawings and technical data submitted by contractors, ensuring conformance with plans and making recommendations as to the suitability of new processes and methods.
- Coordinates assignment with other agency engineers and architects responsible for the adequacy of related features such as plumbing, lighting, power and structures to ensure proper integration of the assignment. Reviews architect-engineer plans and specifications for adequacy and feasibility.
- Reviews design architect's working drawings which indicate building size and general arrangement. Makes field surveys to investigate existing equipment layout and conditions. Analyzes mechanical needs, makes calculations and determines types of systems most suitable to meet requirements of building within the prescribed budget.
- Prepares original designs and preliminary and final layout of heating, ventilating and air conditioning systems with regard to size, space, capacities and economy. Sizes the equipment according to the facility's needs, ensuring conformance with agency specifications.

professional engineering. To be acceptable, the curriculum must:1. Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or2. Include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) static's, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B). Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their application to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration:
Current registration as professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test:
Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.
3. Specified academic courses:
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirement. The courses must be fully acceptable toward meeting the requirement of a professional engineering curriculum as described in basic requirements. TRANSCRIPTS REQUIRED.
4. Related curriculum:
Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in a appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intense training to develop professional engineering competence, or several years of professional engineering-type experience. TRANSCRIPTS REQUIRED.

One (1) full year of specialized experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. The professional engineering experience required is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Such engineering experience would include: Knowledge of mechanical engineering concepts, principles, and methods. Communicating orally and in writing and maintaining good working relations. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. Knowledge of general industrial and/or construction processes, methods, practices, techniques, materials, equipment to determine compliance with environmental regulations and standards. Researching, analyzing, interpreting and applying rules, regulations, and procedures. Knowledge of environmental principles, practices, procedures, laws, regulations and current legislative issues. Conducting evaluations of environmental quality programs. Knowledge of the requirements, methods, techniques, and procedures pertinent to hazardous waste management practices. Knowledge of the requirements, methods, techniques, and procedures pertinent to evaluating environmental consequences of actions, operations, tests, etc., in compliance with the National Environmental Policy Act. Knowledge of cost and economic analyses principles, techniques, and practices. Knowledge of standard contracting regulations, practices, and procedures. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments. Planning and executing complex, multi-faceted projects. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Planning, analyzing and executing budgets and impacts on programs.
