What You Will Do
The selected candidate will report to the LANL, Logistics - Packaging & Transportation (LOG-PT) Operations Manager 4 (Group Leader). Responsibilities will include, but not be limited to, supporting the design, manufacture and general institutional P&T requests for DOT Type A, B and IP1 packaging, performing/developing engineering evaluations for non-compliant shipments of material covered in the LANL Transportation Safety Document (TSD) / Technical Safety Requirements (TSR) (i.e. Safety Basis), performing reviews of Safety Analysis Reports for Packaging (SARPs), developing specification and inspection plans for procurement of HAZMAT packages, developing procedures and integrated work documents (IWD’s) for P&T work activities, determining if hazardous material transfers can be performed in accordance with 49 CFR, 10 CFR 71 or if they must be performed in accordance with the TSD/TSR, preparing Packaging Engineering Evaluations (PEE’s), interpreting Criticality Safety Evaluations (CSE’s) to determine appropriate criticality safety controls for performance of P&T activities, performing TSD credited Equipment Important to Safety (EIS) in-service inspections (ISI’s) and ensuring they are compliant with required standards (e.g. ISO 1496-1 requirements for Enclosed Cargo Compartments), performing Unanswered Safety Question (USQ) determinations and reviews on P&T and institutional procedures and activities that could impact TSD/TSR requirements, perform P&T work activities for others as necessary, packaging quality assurance (QA) related support and ensure compliance with LANL Conduct of Engineering and Conduct of Operations requirements. Ensures all packaging materials, processes and final products meet quality specifications and are manufactured and /or procured according to established requirements. Must maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
What You Need
Minimum Job Requirements:
Demonstrated knowledge and experience in US and international compliance with Hazmat Packaging and Transportation regulations.
Demonstrated knowledge of Hazmat and Nuclear Material shipments and on-site transfers.
Knowledge/Understanding of Packaging and Transportation Safety Basis (i.e. Transportation Safety Document (TSD) / Technical Safety Requirements (TSRs)). .
Demonstrated experience working with deployed organizational support (Maintenance, Engineering, Safety Basis, Operations, Radiation Protection, etc.).
Ability to obtain Cognizant System Engineer (CSE) and Facility Design Authority Representative (FDAR) Authorities.
Demonstrated experience working with Laboratory or commercial entities in the design, testing, and certification of DOT Type A(F) and Type B Packaging for radioactive material.
Demonstrated experience in working with clients or organizations in the procurement of Hazmat packaging, including DOT Type A(F) and Type B.
Demonstrated ability to work in a collaborative environment with DOE, NNSA, DOT, and NRC regulators.
Excellent communication skills to include presentation skills.
Demonstrated ability to ensure the compliant Transport of hazardous and nuclear materials or compressed gases in a government vehicle in accordance with 49 CFR / Federal Motor Carrier Safety Regulations and Compressed Gas Association (CGA) regulations.
Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to hazardous and nuclear materials.
Demonstrated experience in decision making, organizing and prioritizing tasks, and taking initiative. Experience with planning and scheduling work activities, and the ability to multitask.
Demonstrated skill in conducting research, investigating alternative solutions, resolving discrepancies and recommending solutions on problems affecting daily operations.
Experience working on multiple tasks with conflicting and often changing priorities and deadlines. Detail-oriented & attention to detail are necessary.
Coordinate the preparation of and generate correspondence internal and external to the Laboratory.
Expert level knowledge of federal, state and laboratory hazardous / nuclear material transport (via air and ground) standards, policies, and regulations.
Demonstrated knowledge of Laboratory Policies P 151-1 LANL Packaging and Transportation Program Procedure and P 151-2 Hazardous Materials/Classified Components Receipt from DOE Facilities.
Knowledge of laboratory objectives and other statements of policy/practice/procedures.
Demonstrated experience in implementation of LANL Conduct of Operations, Engineering, Maintenance, and Training programs
Experience with Plutonium and other radioactive materials chemistry, processing and waste handling as applicable to handling, storage, and characterization.

Candidate must be able to train, qualify and be authorized as a P&T Equipment / Design Features Cognizant System Engineer (CSE) and Facility Design Authority Representative (FDAR) Authorities.
Position requires a bachelor’s degree in Engineering

Where You Will Work
Working the Logistics – Packaging and Transportation group (LOG-PT), the successful candidate will work with the LOG-PT engineering team. The LOG-PT organization is the institutional oversight for compliance with DOE, DOT / FMCSR & CGA packaging and shipping regulations. The LANL LOG-PT Engineering team supports the Laboratory's core mission by providing the institution with the following: Technical, regulatory, and subject matter expertise (SME) for ; safe and compliant on-site and off-site hazardous and nuclear material shipments; site to site material transfers and the adherence to laboratory Conduct of Engineering standards.
