As a senior-level Computer Engineer you will serve as Ground Systems Manager for one of several major projects at the Goddard Space Flight Center, such as the Laser Communications Relay Demonstration (LCRD). You will lead the upgrade of an existing Ground System and lead a team in the planning/execution of other improvements. Responsibilities include end-to-end ground systems management including overseeing development of Interface Control Documents (ICDs), schedules, and review preparations.
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Technical leadership and engineering technical authority for all ground system elements, including end-to-end data flow from the spacecraft/instrument to the end user interface.
Develop and implement risk mitigation strategies, and provide directions for the infusion of new technologies into these Exploration and Science efforts, ensuring that technology advancements are successfully transitioned to flight-ready status.
Performs software systems engineering for project planning, requirements analysis, design, implementation, testing, deployment, and sustaining engineering; Develops schedules and cost impact for proposed requirements.
Develops, analyzes, manages, and defends technical and resource requirements. Leads technical analyses of assigned systems and/or ground system requirements and trade studies.
Coordinate and lead the technical activities of senior and other ground system and ground subsystem engineers and interact effectively with flight project management. The work may include the entire spectrum of ground systems.
Direct, manage, and lead the development and implementation of highly complex and sophisticated computer-based subsystems that are state-of-the-art. Assesses technical progress against established schedules/resources.
Prepares/presents organizational and project technical reviews and status briefings. Develops, analyzes, manages, and defends technical and resource requirements. Serves on Agency and government committees / working groups as a Subject Matter Expert.
Perform data systems and analysis work and perform as an agency expert in integrating requirements necessary for development and operations of data systems and/or ground data systems.

To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level developing ground/mission operations software and architectures, leading comprehensive test/validation efforts for ground data systems or communications networks; leading and taking courses of action to resolve, implement and update solutions for software engineering problems/anomalies; and, designing and developing ground data system elements for the operation of aerospace, aeronautical, space science and/or earth science vehicles, spacecraft and/or instruments, communications networks.
