Duties
Summary
You will serve as a Program Analyst in the Surveillance/Survey/ Navigation Ships (PM21), Special Mission Ships (PM2), Directorate Ships Management of MILITARY SEALIFT COMMAND.

Responsibilities
You will compile and forecast maritime operating cost trends including life cycle and ratemaking cost analyses.
You will coordinate strategic planning and quality assurance processes.
You will establish and utilize metrics for various processes, programs, and work flows.
You will develop and deliver program briefings for both internal and external customers.
Travel Required
Occasional travel - This position may require travel to various work sites which include both CONUS and OCONUS locations as well as ships at sea and various ports worldwide.

This is a bargaining unit position.
You will be required to obtain and maintain a current valid United States driver?s license.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to obtain and maintain a U.S. Passport.
You will be required to perform occasional sea duty.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Compile, and forecast maritime operating-costs trend including life-cycle and/or ratemaking cost analyses.
Coordinate, measuring and/or assessing organization capability, goals, and progress toward established benchmarks.
Developing and/or presenting briefings to external and/or internal customers on program cost or business expenses, justification, acquisitions requirements, issues, recommendations; and/or legislation, regulations, and management policies.
Assisting with quality assurance, process improvement, internal control, or similar processes or projects.
Review and analyzes program workflow, advising on the distribution of work, potential benefits, recruitment, career-progression, developmental metrics.
Develop work products utilizing currently authorized Navy Marine Corps Intranet(NMCI) software (e.g. Microsoft Office, Word, Power Point, Excel, Access and Project)

For GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Budgeting or forecasting costs for logistics-related operations;
Researching or preparing reports on program or business expenses, needs, or regulations; and
Assisting with quality assurance, process improvement, internal control, or similar processes or projects.

MINIMUM EDUCATION REQUIREMENT: There is no minimum education requirement for this position.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills, and abilities necessary to do the work of the position: For GS-12, there is no substitution of education for experience.

GS-11:
Ph.D. or equivalent doctoral degree directly related to the position.
OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree directly related to the position.
OR
LL.M. directly related to the position.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience are qualifying for grade levels and positions for which both education and experience are acceptable (i.e. where education can be substituted for experience). The percentage of experience plus the percentage of education must equal at least 100 percent to qualify an applicant for that grade level.

Incumbent will be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.

The following may be used as a Quality Ranking Factor:
Possession of a USCG Marine Engineer's license or a USCG Deck license (current or expired) is desirable.
Possession of the factor must be verifiable via copy of license.
Incumbent is regularly working with requirements of the International Maritime Organization's International Safety Management (ISM) Code, ABS Rules, and USCG regulations. The USCG Marine Engineer's License requires the holder to have demonstrated knowledge of these areas via objective written test and documented operational experience. This information is then readily transferred to the work requirements of the position described where functions and duties require compliance with regulatory and classification requirements.
