Title: Senior Engineering Technician

Role: Construction Engineering Technician in a healthcare setting with the Department of Veterans Affairs

Position Description:

This program involves both new construction projects and renovations of existing buildings. Some of the existing buildings are historic properties. Services performed under this contract will be for the Department of Veterans Affairs Hot Springs VAMC, located in Hot Springs, South Dakota. Services shall also support work required for all outlying VA facilities in the Hot Springs area. The Engineering Technician will work independently as well as in tandem with VCI and is expected to manage own time and schedule. Additionally they will assist in overseeing the EHRM projects ongoing at the VA Medical Center.

The building types include federal office buildings, federal hospitals, clinics, laboratories, warehouses, and other types of real property. Some of the existing buildings are historic properties. Project sizes range from small remodeling or repair projects to multi-million-dollar new buildings or renovations of major existing buildings. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. Projects are typically design-bid-build with contracted architecture/engineering and construction firms, design-build, or small in-house designs with contracted construction.

Physical Requirements:

Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoist, ability to climb ladders and negotiate work areas under construction. While performing the duties of this position, the associate regularly works on-site at the construction work site where the associate is exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. Occasional lifting of equipment between 10-25 lbs. required.

Educational Requirements:
Bachelor’s of Science in Engineering, Architecture, Construction Management or related fields

Experience Requirements:

· At least (15) years of specialized construction experience with a focus on field-based construction management.

o At least 5 of those years must be in healthcare construction.

· Experience in developing and maintaining complex, long term/multi-year project management activities, including but not limited to:

o Developing and controlling budgets and funding strategies

o Scheduling and coordination of project interactions among existing and newly occupied facilities

o Ability to manage inter-disciplinary teams of professionals and supporting labor categories

o Ability to integrate competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly

Ideal Candidate Qualifications:

· Ability to communicate orally and in writing, with experience preparing correspondence, written
reports, maintaining official project records, conducting meetings, and briefing clients and
management personnel

· Knowledge of construction practices and techniques, e.g., proper applications of construction
materials and methods of installation

· Knowledge and experience with construction in a healthcare setting

· Ability to inspect materials, workmanship, and construction and installation of various systems in the
Architect's or Engineer's area of expertise

· Knowledge of safety practices in the construction industry, including specifically, a background that
indicates familiarity with Occupational Safety and Health Administration (OSHA) safety requirements
on construction projects

· Knowledge of applicable codes related to their disciplines

· Ability to evaluate proper systems to meet scope requirements

· Ability to verify the adequacy of building systems related to their respective disciplines

· Ability to interpret/coordinate Architectural/Engineering plans and specifications

· Familiarity with modern construction products (i.e., quality, uses, and applications)

· Maintain a comprehensive understanding of building code and Joint Commission requirements for
healthcare facilities and is able to work with permitting agencies

· Experience in developing and maintaining complex, long term/multi-year project management
activities, including but not limited to:

o Developing and controlling budgets and funding strategies

o Scheduling and coordination of project interactions among existing and newly occupied facilities

o Ability to manage inter-disciplinary teams of professionals and supporting labor categories

o Ability to integrate competing and/or conflicting elements into the planning and execution processes
so that project requirements flow smoothly

o Experience and familiarity with Federal and local government building projects, and with procedural,
review, and approval requirements

o In-depth experience in interpreting construction drawings and specifications on construction
projects

o Ability to accurately calculate construction costs for changes. Experience in making materials takeoffs for construction work, pricing the value of needed work, and negotiating equitable contract
adjustments

o Ability and experience in the inspection of materials, workmanship, and construction and installation
of various systems (such as fire alarm systems) within the inspector's area of expertise

o Familiarity with related engineering fields, including civil, mechanical, and electrical disciplines

o Familiarity with International Building Code, NFPA (including NFPA 101 Life Safety Code), OSHA
requirements, and general healthcare design

o Ability to use and access VA Master Specifications, Design Guides, and Design Manuals.
Ability to use AutoCAD and Revit for basic tasks

o Experience with ADA compliant construction, remodeling, and renovations

o Able to read, understand and apply standard to complex documents affecting construction project,
including but not limited to agreements/contracts, work letters, project charters, surveys and
drawings

o Experience with healthcare-specific construction project management, both renovations and new
construction

o Ability to obtain VA computer access by successfully passing a security screening, which may include
fingerprinting, financial, and criminal background check.

Job Type: Full-time

Pay: $60,000.00 - $75,000.00 per year
