JOB SUMMARY: Under general direction supports enterprise-class technologies to meet the data and analytics needs of Alaska Native Tribal Health Consortium (ANTHC) and our Tribal Health Organization partners. Serves as a key member of the Data Architecture team responsible for system performance, system security, access controls, change management, maintenance of Extract, Transfer, and Load (ETL) processes, and overall integrity of systems.
Provides design, development, and ongoing support for on-site, remote-hosted, and cloud-based vendor systems to ensure secure, timely access to the data and analytic tools needed to support data-driven care and meet reporting requirements.
Pairs deep technical expertise and leadership with excellent customer service to develop and reinforce best practices in data systems development and management.
Analyzes system requirements and work in a team-based environment to design and implement technical solutions that meet customer needs, offer the necessary security, are sustainable, and effectively integrate with current systems.
Ensures that all data systems are working at optimal levels and offers support to other teams and departments both at ANTHC and at Tribal partner organizations regarding new technologies and system requirements.
Provides technical consultancy to department staff, participates in business or clinical development efforts including proposals, development plans, and presentations, as directed.
Works directly with existing staff to define, govern and model all attributes, rules and data objects for the relational databases, Data Warehouse and data visualization tiers. Works with data stewards, analysts, and others on data requirements and quality assurance.
Develops the technical framework for project solutions which pay consideration to scalability, reliability, availability and security.
Creates and maintains quality documentation for technical and non-technical staff. Adheres to and lead processes that support others in adhering to all documentation and metadata development standards.
Architects, develops and maintains automation around Extract, Transfer, and Load (ETL) and other data delivery processes. Works directly with customers to extract, analyze, model, and deliver the results of data and analytics-centric projects.
Leads internal and external validation, training, and deployment efforts for projects and reporting enhancements.
Assists with visualizing, translating, and designing technical solutions; responsible for application issue management, scope control and risk mitigation.
Provides on call and after hours support coverage to maintain the production systems on a rotating basis.
Works as part of a team to lead and monitor change management activities within and across departments.
Supports ad hoc reporting requests and analytics projects as needed.

KNOWLEDGE and SKILLS
Knowledge and understanding of Structured Query Language (SQL), Relational database systems (SQL Server, Oracle, MySQL), SQL Management Studio.
Knowledge of scripting (Perl, Python, or PowerShell preferred).
Knowledge of advanced technical direction to the maintenance of major existing databases supporting evolving applications and business processes.
Knowledge of OOP languages, such as C# or Java, ASP .NET MVC, WebAPI, REST APIs, and ORM (Entity Framework or Dapper).
Knowledge of SQL Server Integration Services (SSIS), Intersystems/Ensemble, Informatica or other ETL Services.
Knowledge of Windows Server 2012/2016 technology (IIS, .NET, Active Directory, DNS, DHCP).
Knowledge of Cerner Command Language (CCL) and/or extracting data from large EHR systems.
Knowledge of scripting environments for Windows, and Unix/Linux systems for workflow automation and system monitoring.
Knowledge of data cleanup, version control, and master data management.
Knowledge of managing data warehouse architectures.
Knowledge of working with relational and NoSQL/alternative databases.
Knowledge of automation/configuration management.
Knowledge of working with Vendor Hosted applications.
Skill in analytical, troubleshooting, critical thinking, and problem solving skills to enable delivery of appropriate technical solutions.
Skilled in developing customer data and metadata policies and procedures for structural design and development to build, maintain and leverage the data model, ensuring integration with corporate data standards.
Ability to work as a team player and contribute to a positive team environment.
MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in Computer Science, Mathematics, Information Technology, Statistics, Analytics or business-related related field. Progressively responsible professional work-related experience as a Programmer/Analyst, Data Architect, comparable education, or training may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory – Seven (7) years professional work in software development, computer programming, data architecture, or related area.

Master’s degree in Computer Science, Mathematics, Information Technology, or related field.
PREFERRED EXPERIENCE QUALIFICATION
Two (2) years experience in a healthcare environment.
Experience in the Alaska Tribal Health System.
Knowledge of dimensional and relational modeling techniques.
Experience in Test-Driven-Development, Unit tests, Integration tests, etc.
Knowledgeable in networking protocols (TCP/IP, DNS, TLS, IPSEC, etc.).
Familiarity with Health Catalyst platform preferred.
Experiencing instituting and/or maintaining enterprise change management and data governance.
PREFERRED CERTIFICATION QUALIFICATION
Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional technical certifications and programming language skills.
