This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Alaska Region, Office of Environment (OE), Environmental Sciences Management Section in Anchorage, AK. The OE provides environmental stewardship by implementing the Environmental Sciences Management program to analyze and/or conduct research on environmental resources in Alaska. The OE obtains and applies the best available scientific information when preparing National Environmental Policy Act (NEPA) documents and other environmental documents under relevant environmental laws and to support information decision making. The incumbent will be responsible for planning and providing project management and oversight for scientific research to support a range of projects based on the uniqueness of the Alaska location.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1) Serves as a technical expert regarding interdisciplinary studies in the Alaska region office with emphasis on issues pertaining to marine biology and ecology, biological oceanography, arctic ecology, marine mammals, marine managed areas and alternative uses of the Outer Continental Shelf (OCS).
2) Reviews and evaluates environmental documents, proposals, and studies concerning environmental science issues and potential impacts of energy activities on the OCS and makes recommendations on addressing these issues.
3) Coordinates information exchange with the appropriate members of the OCS Scientific Committees.
4) Provides technical counsel on environmental data systems management with an emphasis on the use of geographic information systems and relational databases to manage, disseminate, and maintain access to Environmental Studies Program data.
5) Identifies specific environmental issues, analyzes the nature of the problems, develops study protocols to resolve the issues, and recommends these studies for funding approval via the Environmental Studies Program planning process.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
$71,583-$93,056 per annum. GS-12: $85,799-$111,543 per annum. GS-13: $102,026-$132,637 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) planning and/or executing biological or biological oceanographic research; and 2) identifying issues in aquatic environments that may be caused by offshore energy development.
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
Combination of Experience and Education:
Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service.
