The Maryland Department of Transportation State Highway Administration (MDOT SHA) Office of Environmental Design (Dorchester County) is recruiting for a District Workgroup Leader (Administrator III) position within its Landscape Programs Division (LPD). This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this position or function only.
NATURE OF WORK: This position serves as a Workgroup Leader for the Office of Environmental Design's Landscape Programs Division (LPD). The District Workgroup Leader supports the Regional Team Leader with the daily operations of a District Workgroup in two of MDOT SHA's seven Engineering Districts. This work includes managing workloads and budgets, supervising, directing technical staff and overseeing daily operations This position will assign and coordinate workload, project development, planning, estimating and advertisement of landscape related contracts. The District Workgroup Leader serves as the primary contact for internal and external customers for technical information and issue resolution related to landscape construction and maintenance, vegetation management and environmental mitigation. This position also serves as a Project Engineer for one or more major projects in an Engineering Districts as necessary.
Education: A Bachelor's degree from an accredited college or university.
Experience: Five (5) years of experience in administrative or professional work. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Two and a half (2 ½) years of experience in managing roadside projects related to landscape construction, landscape maintenance or vegetation management. One (1) year of this experience must involve the preparation of engineering designs, plans specifications and/or cost estimates for the advertisement of landscape related contracts.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
Preferred Qualification:The ideal candidate will possess:
Knowledge of various software applications including, but not limited to: ArcMAP, Microsoft Excel, Word, PowerPoint, Access and Outlook.
Knowledge of business writing with the ability to draft and edit correspondence.
Ability to coordinate and complete multiple complex assignments concurrently.

Licenses & Certifications
Candidate must possess a motor vehicle operator's license valid in the State of Maryland.
Candidates selected into this position will be required to pass the following active certification prior to completion of a 6-month probationary period:
Public Agency Applicator Certified (6)
E&S Yellow Card Certification
Responsible Person Certification (RPC)
Temporary Traffic Managers Certification
Arborist Training or Maryland DNR Tree Expert Certification
