Job Description

The Local Systems Bureau is seeking qualified applicants for its Secondary Roads Engineer position. This position performs a wide variety of administrative and advanced professional engineering and planning functions related to local government programs. This position serves as a lead worker and exercises a considerable degree of independent judgment in making decisions.

Summary of job duties:
Administers a variety of Federal-aid and State-aid transportation programs for Iowa's 99 counties.
Provides expert technical and policy guidance to the four Local Systems Field Engineers and five Local Systems Field Technicians as they assist the counties with development and letting of Federal-aid, State-aid, and Farm-to-Market projects.
Serves as a liaison to county engineers and associated professional organizations.
Serves on various Federal, State, and county committees involved with county engineering, roadway design, traffic safety, and program administration.
Oversees the submittal, review, and approval of the County Five Year Program, County Budgets, and Annual Reports.
Assist in the development and implementation of Appia program for construction contract administration.
Assists in the development and review of policy and procedure documents provided by the Local Systems
Bureau for use by local public agencies and Department staff.
Serves as lead worker for some office personnel.

Essential functions:

Provides expert technical and policy guidance to the e-Construction Administrator in the development and implementation of Appia.
Provides expert technical and policy guidance to the Local Systems Field Engineers and Technicians and Local Systems Project Development Engineer and Technician as they assist the counties with development and letting of Federal-aid, State-aid, and Farm-to-Market projects.
Serves as a liaison to county engineers and associated professional organizations.
Serves on various Federal, State, and County committees involved with county engineering, roadway design, traffic safety, and program administration.
Review and approval of the County Five-Year Program, County Budgets, and Annual Reports.
Assist in the development and review of policy and procedure documents provided by the Local Systems Bureau for use by the local public agencies and Department staff.

Required certifications / licenses:
Possess and maintain a valid Professional Engineer license in the State of Iowa.
Possess and maintain a valid Class C Operator driver's license in the State of Iowa.
Travel: Some travel/occasional overnight

Shift: Days, Monday-Friday

Minimum Qualification Requirements

Licensed as a professional engineer, and the equivalent of two years of full-time licensed professional transportation or related civil engineering experience. Must have, or prior to appointment, must obtain an active Iowa professional engineering license through the Iowa Professional Licensing Bureau – Engineering and Land Surveying Examination Board;

OR

a Masters degree in chemical, civil, construction, environmental, materials, structural, or transportation engineering; engineering management; or an area closely related to transportation engineering may be substituted for one year of the required experience;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time experience as a Transportation Engineer.
