Candidate will work independently and assist the Special Operations-Force Liaison Element (SOFLE) government project lead to implement the installations of these systems aboard US Navy ships for Southern Command (SOCOM). Focusing on integrating SOCOM operational requirements with NIWC process timelines. Candidate will develop, monitor, update, track, report, and provide input for an array of databases that support SCDs, NDE requirements, CMAV availabilities application for Letters Of Authorization (LOA), SPIDER MOD Tracker, ILS and funding requirements.
Overall responsibility is on the integrating SOCOM operational requirements with NIWC process timelines. Schedule installations within Navy Data Environment (NDE) based on ship availabilities and installation fielding plan. Ensure scheduling is officially made in NDE, LOA’s, or Risk Forms as required. Ensure scheduled data matches data entered in SPIDER MOD Tracker. Track all fielding plan milestones (3 year fielding plan) and provide weekly status updates to NIWC Project Lead to include:
- Design/Procurement/Install/Repair Contract Target Award Dates
- Design team priorities, planned and estimated Ship Installation Drawing (SID) completion dates
- NIWC Sea Enterprise III Global Install Contract Inputs
- Funding Requirement Dates for all actions
- AIT Support Service Request Due dates for all Installs
- Required notification date to Ships Project Manager (SPM) for Ship Change Document (SCDs) to be included on ships’ applicable Letter of Authorization (LOA)
- SCD creation, submission, review dates.
- ILS Certification Required dates
- Shock & Vibration and EMI certification planned approval dates
- Risk Form Submission Required dates for installs accomplished during a Continuous Maintenance Availability (CMAV)
Candidate will accomplish that by drafting Ship Change Documentation(SCD) and track them to approval. Tracking ship schedules for installation windows of opportunity, tracking required funding to support installation, tracking the delivery of ILS, , The responsibility of his position is to integrate the operational requirements of SOCOM's SOFLE into the NIWC time line processes. This position will be ito support SOCOM Command for the Special Operations Force Liaison Element (SOFLE). Develop Ship Change Documentation (SCDs), Create Power Point presentations.

Candidate MUST be experienced working in NDE developing and submitting SCDs, Risk Management (Risk Forms) Forms. Developing Letters of Authorization for installations during CMAVs. Process Improvement, Independent worker, knowledge of NIWC Afloat Installations Handbook processes. Knowledge of Navy Modernization Process (NMP). Microsoft Office Products including MS Project. Understanding of Government funding sources, and types of funding. Work independently with maximal government collaboration to complete these tasks. Skills include conducting briefings and proficient with all Microsoft office products including MS Project.
Candidate should have knowledge of the NIWC Afloat Installation Process Improvement Handbook, and the Navy Modernization Process (NMP)
For a SME 4, Technical Training in C4ISR Systems. For a Engr/Scientest 4, BS in Engineering or Physical Science.
Years of Experience
Candidate shall have 10 to 15 years experience and knowledge in the job responsibilities outlined under Job Responsibilities. Additionally Candidate MUST have knowledge and experience successfully developing and submitting approved SCDs, Risk forms and LOAs in NDE. Candidate shall have training, knowledge and experience working in the NDE database in order to successfully integrate SOCOM operational requirements for SOLFE with the NIWC process timelines. Candidate shall be highly proficient creating and presenting Power Point presentations to Senior Command leadership. Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics in support of C4ISR requirements. Five (5) years of technical experience in support of PEO C4I Program of Record Systems. Proficient with Microsoft Office Suite and MS Project.
