This position is located in Region 9 within the Engineering Office, located in Milwaukee, Wisconsin.
This position is responsible for providing leadership to the Region's water/wastewater program.

Develop long-term, long-range programs for operation, maintenance, expansion, remodeling, and new construction of water/wastewater systems to support and accommodate the forest program of work.
Collaborate with regional leadership to gain approval of the water/wastewater engineering program for coordination, planning, and implementation of approved projects.
Develop training sessions technical transfusion of information to Forest engineers, facilities engineers, recreation technicians, and system operators.
Create and coordinate program policy and direction to the safety, planning, design, construction, and operation of a broad range of engineering and architectural activities for potable water distribution, supply and wastewater treatment facilities.
Inform Forest engineers, facilities engineers, and system operators others of changes in technology, legislation, and regulations for water systems and processes.
Provide training and presentations in conjunction with other subject matter experts, regulatory agencies, and communities to identify and resolve problems.
Monitor field applications and compliance of national water/wastewater policy, direction, and technical procedures and methods through activity and program reviews.
Review cost analyses and advice regional and forest staff to determine the best alternative(s) in regard to considering cost, safety, maintenance, and compliance requirements of a waste water treatment plan.
Provide program management and support to other program managers and engineering staff on planning, design, construction, and maintenance of water supply and distribution and wastewater treatment systems and facilities.
Coordinate efforts for program management within the Forests, the Region, the Washington Office, and the National Forest System.
Review design and contract packages, provides technical consultation, and review projects for water and wastewater treatment systems.
Provide direction to achieve compliance with applicable standards for wastewater treatment and disposal, potable water supplies, swimming area sanitation, and other public health-related systems found at recreation and administrative sites.
Manage budget for multiple work plans and projects to ensure that the program is completed within budget.
Provide expert oversight to Forest staffs to ensure the development of high quality documents that will improve the infrastructure around the Region.
Prepare and review engineering reports as a means of documenting the condition of infrastructure so upper management can easily understand the trade-offs for funding and implementation.
Occasional travel - Travel for meetings, and site visits may be required.

Basic Requirement: GS-0810/0819:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. A combination of education and experience - (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
C. A combination of education and experience - (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by evidence of having successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET).
D. A combination of education and experience - (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by evidence of having successfully passed the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
E. A combination of education and experience - (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above.
F. A combination of education and experience - (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience Requirement:
For the GS-13 Level: Applicants must have one year of specialized experience equivalent to the GS-12 grade level. Examples of specialized experience are: Serve as the primary contact on environmental matters such as the overall technical administration, evaluation and control of air quality, water quality, non-toxic and hazardous / toxic waste disposal, hazardous material control and subject programs; Developed and establishes plans and procedures for regulatory compliance and use; e.g., Spill Prevention Control and Countermeasure plans, Hazardous Waste Minimization, Pollution Prevention plans, Environmental Protection and Enhancement Regulation, Clean Air Act (CAA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Toxic Substances Control Act (TSCA) and Occupational Safety and Health Administration (OSHA); Provided advisory, consulting, reviewing and other services with the Environmental Protection Agency (EPA) for CERCLA projects involving clean- up, abandoned, or uncontrolled hazardous waste sites; Identified, defined, and resolved major problems encountered during the planning/execution phase of environmental projects relating to assigned programs which may adversely impact upon water, air and other natural resources; Developed and evaluated proposed actions to ensure technical and administrative quality and compliance with National Environmental Policy Act (NEPA) as well as directives related to environmental engineering program area.
