The Resident Engineer (RE) will manage New Jersey Turnpike Authority (NJTA) projects. In this role, you will lead Construction Management (CM)/Resident Engineering Inspection teams on major Capital Infrastructure projects for NJTA in the area of transportation (highway/road/bridges) and vertical building construction projects. Collaborate with client and business development teams with the goal of supporting Construction Management pursuits and proposals.
This position is responsible for the project financial performance, staff planning and management, and operational functions. Lead strategic Construction Management business captures for the NJTA. Provide leadership and mentoring to Construction Management staff that support the organization's mission and goals.
The candidate must be a client-focused team player who has a proven track record of successfully executing RE on construction projects in excess of $20M to greater than $200M construction costs with an emphasis on technical, cost/schedule, safety and quality performance and possesses excellent client interaction and business development skills.
Manage Construction Management project/program budgets, schedules, and reporting, planning and staffing resources.
Manage high-level and fast-paced Construction Management projects in a strategic and organized manner.
Operationalize program workflows and processes in accordance with program/client policies, incorporating design elements to increase efficiencies and effectiveness
The Resident Engineer must be capable of analyzing all technical aspects highway/bridge/, local roadway and utilities reconstruction, building renovations and new construction reviewing and recommending major construction changes and supervising construction engineering activities for their projects.
The Resident Engineer will be responsible for performing constructability reviews of design documents; analysing all technical aspects of construction, reviewing and recommending major construction changes to the construction manager, and supervising construction inspection activities for all phases of the project life-cycle for their projects.
Monitor construction progress and quality
Facilitate and/or coordinate resolutions to questions or other construction issues
Review RFI's, Submittals and Change Orders
Participate in project meetings and planning sessions
Leading commissioning and start-up testing management
Responsible for enforcing safety and quality requirements, help with processing payments, negotiating claims and change orders and will represent construction progress in project meetings.
Will serve as the technical representative for the management and inspection of contractor construction activities.
Responsible for conducting project meetings, keeping client informed, supervising field staff consisting of senior Inspectors, inspectors, office engineers and managing sub-consultants.
Analyze contractual and financial performance and directs activities to improve performance.
Develop relationships with key internal/external customers to identify emerging needs.
Anticipate demands to align operational priorities.
Serve as Capture Manager, lead, and oversee proposal development and pursuit strategies for the NJTA program to meet win goals
Manage existing client relationships and develop new Construction Management strategic client relationships.
Develop teaming relationships with local firms, including SB/DBE/WBE firms for strategic captures
Manage the performance of employees through goal setting, ongoing assessment and coaching.
15 or more years of project experience on NJTA projects and a minimum of 8 years as the RE for NJTA projects.
Experience managing and coordinating with design (A/E) and construction firms.
Strong work ethic characterized by leadership, energy, and pro-activeness.
Proven technical writing skills and technical presentation skills.
Minimum of 15+ years of experience in construction management, engineering and consulting industry, specifically on major NJTA Capital Infrastructure projects in the area of vertical buildings; highway/road/bridge construction projects.
Professional Engineering license in New Jersey
Bachelor's of Science degree, preferably in Engineering, Architecture, or Construction Management.
