GENERAL DESCRIPTION:
This positions provides administrative, technical and professional support for county projects. Responsibilities include working with various County Departments to identify, investigate and provide recommendations regarding capital projects; project management for capital improvement projects; preparation or review of design drawings, cost estimates and specifications; meeting with citizens to provide information pertaining to assigned projects; and attending or leading meetings with stakeholders.

ESSENTIAL JOB DUTIES:
Identify, investigate and provide recommendations regarding capital projects throughout the various County Departments and interests.
Assisting with developing bid documents for contract work.
Working with contractors to ensure progress, completion, and construction costs are in line with bid documents and contracts. Also approve contractor pay applications or correct/reject accordingly.
Monitor, inspect, and approve contract work.
Identify and resolve issues with projects in a timely manner.
Preparation and review of design drawings, cost estimates and specifications.
Engineering review of subdivision plans to ensure compliance to the Code of Ordinances.
Review/ approve field changes/ adjustments to design drawings as required by field conditions.
Attend and/or lead meeting with stakeholders ensuring proper communication about assigned projects
Develop and recommend policies and ordinances.
Develop and evaluate project budget and schedule estimates.
Coordinate and monitor Engineering and Surveying Consultant services.
Assist in writing and obtaining grants for capital improvement projects.

. Requirements:
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of County policies and procedures.

Communicate effectively orally and in writing.

Technically proficient in engineering, surveying, permitting, and construction management.

EDUCATION AND EXPERIENCE:
The educational requirement for this position is: Completion of Bachelor's degree in engineering.

Education may not be substituted for experience.

Related-experience required: 5 years.

Experience may not be substituted for education.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
Certifications, licenses, professional designations, or other qualifications required for this position include:

Engineer in Training (EIT) with the ability to obtain Professional Engineer license within 12 months
SC Driver's license

Certifications, licenses, professional designations, or other qualifications preferred for this position include:

Storm water Manager Certification
Water and Sewer Utility experience
