SPA’s Emerging Markets Group is responsible for a broad range of analytical, systems engineering, independent assessments, strategic planning, and technology research, development, testing and evaluation (RDT&E) programs in support of new SPA markets, as well as the company’s San Diego office and portfolio.#
Systems engineer needed to provide systems engineering support and technical analysis to a US Navy program office responsible for the development and acquisition of C4ISR capabilities within the parameters of the Defense Acquisition System. These services will include engineering and technical support, requirements definition, security assessments, test requirements and analysis, installation analysis, creation and verification of technical documentation, plans, and drawings, and performance, compatibility, interoperability, interface, and operational evaluations. The place of performance for this position is at government facilities in the San Diego area.

The successful candidate will be responsible for systems engineering support to meet statutory, regulatory, and programmatic requirements in accordance with the DoD and US Navy Directive 5000 series. Coordinate and manage transition of ACAT program from DIACAP to RMF. Coordinate and support program modernization and configuration management. Coordinate program activities with TYCOMs, Fleets, NIWC PAC, NAVWAR and other stakeholders. Prepare reports of findings and make recommendations for corrections or resolution of emergent technical issues. Prepare briefs, reports, and correspondence in US Navy format for internal and external stakeholders and partners.
Bachelor’s degree in a technical discipline is required.
5 years of previous experience is required.
Demonstrated experience in DoD and US Navy systems engineering process, policies, and procedures in support of acquisition programs.
Demonstrated experience with C4ISR systems.
Demonstrated experience with Naval Information Warfare Systems Command (NAVWAR) or Naval Information Warfare Center Pacific (NIWC PAC) systems engineering processes as well as experience in supporting modernization and configuration management efforts for acquisition programs of record within NAVWAR or NIWC PAC.

Demonstrated ability to manage multiple issues and projects simultaneously.
The position requires a SECRET security clearance and access to Sensitive Compartmented Information (TS/SCI).
Experience in supporting coordination for shipboard installations and communicating with Type Commands (TYCOMs) and Fleets.
Qualified for a Top Secret security clearance.
Defense Acquisition Workforce Improvement Active (DAWIA) certification in Engineering, Test and Evaluation, or Information Technology.
Experience providing systems engineering support to an Acquisition Category (ACAT) I program.
Platform-level experience in US Navy Surface Warfare or intelligence, surveillance, and reconnaissance (ISR) operations.
INCOSE Certified Systems Engineering Professional (CSEP) or Senior Systems Engineering Professional (SSEP).
