The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position is a developmental position, reporting directly to the Chief of Engineering Service and can be assigned duties at any of the facilities within the system.

Individuals selected follow a formal individual development plan for two years during which they are trained and coached by a preceptor who is a subject matter expert within the career field/job specialty. Trainees must remain at the hiring grade level for a minimum of one year. Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a GS-09 performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The individual will assist journey level engineers by completion of minor, less complex phases of projects to assist in completion of those projects. Incumbent will adapt standard practices to specific situations. Incumbent is expected to make preliminary selections and adaptions of engineering alternatives, but must receive approval from the supervisor before carrying out a sequence of details. Repetitive assignments are normally completed under general supervision.

BASIC REQUIREMENT:ALL applicants must meet one of the following:
A. Degree in Professional Engineering. Applicant must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET)3 as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. A combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
- Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. -Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A above.
- Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
In addition to meeting the Basic Requirement to qualify at the GS-7 level:
One (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position, must have been equivalent to at least the GS-5 level in the Federal service. Specialized experience includes knowledge of the principles, theories, and concepts of engineering; experience coordinating, scheduling, and reviewing new construction and renovation work; preparing cost estimates; and analyzing data,
OR, one of the following:
One (1) full year of graduate level education that provided the knowledge, skills, and abilities necessary to do the work of this position,
Successful completion of a five (5) year program study of at least 160 semester hours leading to a Bachelor's degree in Engineering.
Possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of this position,
Superior Academic Achievement (SAA) at the baccalaureate level in the course work detailed above is fully qualifying for the GS-7 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX.
