The Project Planner / Estimator is a critical role in the Engineering and Construction Team and a core part of the team's success. This position will be responsible for working with the Site Engineering and Construction Team to support Engineering, Project Controls and Construction across the Luling site in the execution of capital and expense projects.
The focus of this position will be the development and maintenance of detailed project schedules with integrated resource loading and reporting on project progress.
This role involves working on the project owner's behalf to review, integrate, and make recommendations regarding contractor schedules to aid in keeping the project on track.
Additional responsibilities will include routine and special project work that involves the retrieval, preparation, processing, manipulation and management of data.
The ability to adapt to frequent and rapid change, work in high pressure situations and to utilize skill and judgment to solve problems is required.
Experience with MS project is most important as schedules will be created in that environment.
Estimation ability of capital projects to a +/- 30% accuracy is considered a plus.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Ownership of all Site Engineering and Construction planning and schedule attainment activities.
Partner with Project Managers, Construction Coordinators and Engineers to develop, monitor and update integrated project plans and schedules so that projects can be executed in the most efficient manner possible. This includes the identification of critical paths, predecessor relationships and the correct resource loading.
Manage schedule updates though meetings, construction coordination interviews and field verification.
Coordinate with Site Leadership to assure construction activities align with plant outages in order to minimize production losses. Manage and plan activities to be completed in outage windows. Integrate key resources including major equipment by partnering with Area Planners to cost effectively utilize resources.
Develop and drive sitewide KPIs for scheduling as it pertains to Engineering and Construction activities. Leverage technical acumen to utilize the KPIs to drive operational and scheduling excellence.
Develop and train site standards for scheduling activities within the Engineering and Construction Teams.
Support site cost controlling activities though the effective use of resource loading. Utilize estimation experiences to assure contractor inputs align with the industry's best cost-effective loading practices
Manage impacts to the critical path and near-critical activities and report to the site project team.
Monitor and maintain the change notice/change order management system. Facilitate weekly change notice hearings and change committee meetings as needed on major capital projects.
Monitor schedule deviations and variances and lead in the developing alternate methods for corrective actions.
Manage project backlogs ensuring proper completion of resource utilization by leveraging proper documentation, knowledge and expertise of process equipment and all supporting work groups.
Lead, prepare and provide schedule progress reports, trending charts and schedule analysis on a periodic basis.
Manage and maintain record of scope changes, trends and variances that potentially affect schedule performance for all site projects.
Drive credibility of the information contained in the schedule though the complete schedule ownership of all site construction activities.
Review schedules with project team members on a regular basis to ensure that accurate and timely data is incorporated in the schedule.
Review completed jobs for support of cost controlling and to improve planning efficiencies.
Ensure resources are aligned to schedule activities, analyze loading requirements and required resource levels and check for constraints.
Implement physical progress measurement and reporting tools to ensure earned value methodology is used to monitor and validate progress and performance.
Provide regular progress updates, highlighting variances from the baseline; recommend corrective actions that mitigate potential delays or progress slippage.
Utilize tools and software to report and analyze cost and resource performance.
Train and support designated team members on scheduling tasks as needed.
Coordinate with Construction Lead to develop construction and contract strategies for constructability of projects as it pertains to logistics and safety.
Promote Site and Area's safety initiatives (Empart, BBS, Unit Compliance, etc.).
EDUCATION AND/OR EXPERIENCE
BS / BA from an accredited university
4+ years Project Management with MS Project Scheduling (IMPORTANT - MUST BE EXTREMELY FLUENT IN MS PROJECT) expertise in a chemical plant, refinery or other industry / service with similar project management relevance
Proficiency with MS Project and MS Office products
Strong interpersonal skills and proven ability to work within a multi-disciplinary team
