BRIEF POSITION SUMMARY
Performs advanced (senior-level) engineering and managerial oversight work for the Construction & Facilities Management Office (CFMO). Work involves managing and directing engineering projects, executing and reviewing designs and providing technical engineering consultation and guidance on Civil Engineering activities. Assumes all duties and responsibilities for Civil Engineering related work in the CFMO. Coordinates work primarily with the Design & Project Management and Facility Management branches and assists others as assigned. Coordinates project assignments with the Sr. Architect. May supervise the work of others. Reports to the Design & Project Management Branch Manager and works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
WORK HOURS: Monday – Friday, 8 hours a day, 40 hours a week.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Manages and performs Civil Engineering consultation and documentation work primarily in the design and construction of military facility renovations and new construction with emphasis in public works such as roads, bridges, canals, dams, sewerage systems, pipelines, and structural components of buildings.
Manages and prepares reviews and modifies engineering or construction plans, specifications and estimates and coordinates with research organizations, governmental agencies, departmental staff, industry producers and suppliers regarding material specifications.
Oversees the review of applications and proper acquisition of construction permits as required for assigned projects.
Oversees and conducts engineering and environmental studies, assessments, field visits, technical reviews and inspections, and approves related reports, plans and specifications.
May oversee contractor performance and reviews contractor conformance with design
Reviews cost estimates and approves payments for assigned projects.
Plans, develops and directs assigned engineering projects, studies and projects.
Provides engineering related statistics, analysis and documentation for required reporting and data calls (e.g., NGB BUILDER, PRIDE, LBB, internal and external audits and assessments, etc.).
Provides consultant and liaison services to internal and external organizations regarding new design concepts, solutions to problems and changes in policies and laws.
Prepares budgets and contract documentation related to assigned projects.
Provides professional seal on assigned in-house designed work.
Performs reviews and inspections and other engineering requirements to maintain storm water and spill plan compliance.
Serves as the Subject Matter Expert (SME) in civil and environmental engineering, providing guidance for scoping and project issues.
May plan, assign and supervise the work of others.
May be required to perform duty in support of national emergencies, disasters and other missions, to include evenings, holidays and weekends.
Performs related work as assigned.
Graduation from an accredited four-year college or university with major course work in Engineering or related field is required.
Eight (8) years’ experience in Civil Engineering work with project engineering development and design processes is required.
Experience using Computer Aided Design (CAD) software is required.
Experience using Microsoft Office software applications to include Outlook, Word and Excel is required.
Experience working in a military environment is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
Current license as a Professional Engineer (PE) by the State of Texas is required.
Valid driver license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business
Selected candidate must pass a federal security background investigation. Must be able to obtain a Common Access Card (CAC). The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. The employee must complete and sign the Office of Personnel Management (OPM) form SF85. Completed forms are submitted to the OPM for the background investigations.

PHYSICAL/ WORKING CONDITIONS
Work is primarily performed inside, exposed to normal office temperatures and noise. Work is typically involves standing, walking and sitting for extended periods of time, using a personal computer, on-line teaming software, and telephones to conduct business. May lift, carry, move, and/or set up equipment and materials that weigh up to 40 pounds. Must be able to operate a vehicle and be willing to travel up to 25% for limited durations.
