Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Control Systems Engineer, Automation Lead position at the Pueblo, CO location. This position will report to the SDC Engineering Lead at the PCAPP Static Detonation Chamber (SDC). The purpose of the position is to provide Automation support needed for safe, compliant operations of the SDCs and may lead and coordinate with SDC Management and Operation Functions at the SDC. Senior Controls Systems Engineer reviews and coordinates documents with suppliers, other disciplines and customers. Coordinates technical issues with Automation Shift Engineers and with Startup & Commissioning and aids Construction in the field. Proficient with basic engineering deliverables such as drawings, specifications, and Distributed Control System (DCS)/ Programmable Logic Controller (PLC) configurations. Proficient with the development of Human-Machine Interfaces (HMI) and the development of Control Strategies. Proficient with process control algorithms and proficient with Siemens Control Systems, WinCC, and other DCS/PLC database programs. Knowledgeable of major regulations and industry codes and standards applicable to instrumentation and controls. Properly interprets and applies codes & standards and customer design requirements in the preparation of Control Systems design products. Experienced with troubleshooting complex hardware and software related Automation issues to support Systemization and Operations.

This is a long-term assignment. The work hours are from 6:30am – 5:00pm Monday – Thursday, but as necessary support shift needs to cover gaps. This position may require additional overtime hours as deemed necessary.

Principle responsibilities include, but are not limited to:
Review Piping & Instrument Diagrams and Logic Diagrams for control and instrumentation software requirements
Prepare configuration documents to implement the software requirements, and conduct test plans to validate implemented software
Contributes to maintaining the project’s instrument database using automated tools and has knowledge of the applicability of information to be populated in the instrument database
Achieves work process improvement and promotes continuous work process improvement
Champions nonproprietary electronic data interchange and integrate automation technology where ever practical
Demonstrates leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills
Performs special tasks and consultation to co-workers and team as necessary to support the Automation Supervisor and SDC Engineering Lead.

Basic Qualifications:
BS degree in one of the following: Mechanical, Electrical, Chemical, Computer or Electro-Mech engineering from an accredited institution with at least 6 years of relevant engineering experience. In lieu of a degree, must possess at least 12 years of relevant engineering experience
Must be a US citizen (Dual Citizenship will be subjected to approval).

Minimum Qualifications:
Must be able to obtain an EIT Certification within 12 months of hire.
Must be physically fit and able to work safely at a construction site
Distributed Control System (DCS)/ Programmable Logic Controller (PLC) configurations experience along with experience integrating PLCs into a DCS system
Capable of performing overall discipline planning and work control, budget and job hour estimates.
Strong, applicable experience in project design/execution with previous demonstrated experience and ability in process controls along with various types of systems.
Working knowledge of VISIO CADD and/or PDS 2D
Must be able to obtain a DODI 8570.01-M IAT I, II, or III certification within 6 months of employment.

Preferred Qualifications:
Lead/Supervisory experience
Prior work experience with cost variance analysis
Programming experience in Siemens control systems, WinCC, OPC programming, and the Rockwell RS 5000 logic Version 18 and under
ISA 84 Safety Systems design experience
Experience with Agent Monitoring, Electronic Security and operations Closed-Circuit TV (CCTV) systems

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
