Serve as the project manager for the project with complete responsibilities for project safety, final design reviews, permitting assistance, construction management, project quality, budget and schedule reporting to the Director Env. Remediation.
Execute the project utilizing cross functional teams consisting of external (engineering and construction firms) and internal (Environmental, Law, Procurement) resources.
Communicate with internal (USS Corporate) and external (environmental agencies, City of Duluth, GLNPO and design engineers) stakeholders as required by project objectives and execution strategy.
Finalize and implement contracting strategies including final design/specifications, bid evaluations, resource management and site controls.
Perform CDF construction, sediment management and habitat restoration including coordination with GLNPO, construction progress management and cost control, and overseeing QA/QC efforts.
Provide strong leadership, communication, and decision-making skills to make critical project decisions.
Responsible to ensure all program targets (cost/schedule/performance/etc.) are satisfied as defined within the scope document. Provide frequent updates both verbal and written on project progress.
Manage cost share agreement with GLNPO as Non-Federal Sponsor.
Experience in project management of multi-disciplined, large environmental remediation construction projects ($25-$75 MM) including sediment dredging and capping, landfill design, permitting, construction and habitat restoration
15+ years of experience managing projects including design, permitting, QA/QC, construction, project controls and management of multi-discipline resources
Experience with construction safety management and demonstrated safety leadership
Knowledge of basic project control techniques including critical path scheduling, resource loading, and cost control including earned value
Knowledge of Construction Industry Institute (CII) and Project Management Institute (PMI) concepts a plus
Engineering, Environmental Science or Construction Management degree a plus.
Well-developed communication, leadership, problem solving, analytical, and negotiation skills
Experience interacting with environmental agency staff at all levels
High ethical standards
Experience in leading cross functional teams including engineering suppliers, contractors and QA/QC personnel
Effective project scope management by minimizing change and ensuring any changes which do occur are properly documented and approved
Ability to resolve issues and solve problems throughout a project lifecycle
Knowledge of engineering, procurement, permitting, construction and other project-related activities, their interfaces and interdependencies
Broad knowledge through significant work experience of remediation industry design standards, basic permitting requirements, typical construction techniques, sediment dredging and capping, landfill construction and habitat restoration
Proficient in Microsoft Office (Word, Excel, PowerPoint) and standard scheduling software. Familiarity with Oracle a plus.
