General Description

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Duties

The essential duties for Transportation Engineer IV and V include:

Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
Leads/Trains professional and administrative staff.
Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.
Serves as a project manager overseeing consultants performing advanced and complex engineering work.
Trains engineering staff.
Performs other job responsibilities as assigned.

Additional duties for Transportation Engineer V:
Assists Project Managers to establish realistic and achievable schedule baselines for advanced and highly complex projects.
Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.

Communicate effectively
Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
Geometric design relationships to traffic operations, maintenance and construction
Program/project planning, development and management methodologies
Leading, assigning, reviewing and monitoring the work of others
Coordinating and directing multiple projects
Maintaining a safe working relationship

Maintenance concepts, methods, policies and requirements
Construction engineering policies and procedures
Government programs and operations affecting highway and transportation development
Education

These jobs require the following:
Bachelor's Degree in an Engineering related discipline
Work Experience

Transportation Engineer IV:
7 years in engineering, transportation engineering, or related engineering experience
Experience can be satisfied by fulltime or prorated parttime equivalent
No supervisory experience required.
Related graduate level education may be substituted for experience on a year per year basis.

Transportation Engineer V:
8 years in engineering, transportation engineering, or related engineering experience
Experience can be satisfied by fulltime or prorated parttime equivalent
No supervisory experience required.
Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

Licensed Prof Engineer
Safety Impact Certificate
Valid Regular Driver's License

Other Conditions:
Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
This is a Safety Impact position and will be subject to random drug testing.

Additional conditions:
Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification will be issued by TxDOT at the time of hire.
Must pass a drug test prior to employment for safety impact positions. Safety impact employees will be subject to additional drug and alcohol testing during employment.
Required to wear personal protective equipment provided by employer and comply with all safety requirements.
Driver's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
Must attend work regularly and observe approved work hours.
Required to work hours other than 8 to 5.
Employee may be contacted during off-duty hours to see if he or she can report to work for emergency conditions.
Required to work weekends and holidays.
