Job Title: Water / Wastewater - Heavy Equipment Operator FLSA Status: Non-Exempt
Reports to: Utilities Superintendent Revision Date: 10/02/2019

Under the general direction of the Utilities Superintendent, the Heavy Equipment Operator operates a variety of heavy
equipment in the maintenance, repair, and construction of water/waste water collection systems and related facilities.
Participates in general maintenance and labor activities as necessary for timely completion of projects and/or work orders.

RECEIVES direct supervision from the Utilities Superintendent and/or Senior Heavy Equipment Operator

employer. Essential duties and responsibilities may include, but are not limited to, the following:

1. Crew Leader/Utilities Maintenance

  • Operates equipment in the installation and repair of water/wastewater collection systems and related

  • Maintains inventory of necessary supplies, materials, and tools to complete work orders and tasks.
  • Knowledge & ability to remove/install valves, clamps, fittings, water meters, pumps, etcetera as related to
water/waste water collection systems.

  • Operate equipment to prevent damage to other utility lines while digging.
  • Answer emergency calls from the public and other agencies taking appropriate action such as placing
traffic barricades, signage, and cones as directed.

  • Responds to inquiries and complaints from citizens, contractors, developers and other City departments.
  • Provides technical assistance and guidance to laborers, as related to current or proposed construction or
maintenance projects.

2. Heavy Equipment Operations

  • Operate a variety of heavy construction and maintenance equipment including but not limited to dump
truck, back hoe, trenchers, front end loaders, vactor, jet rodders & compaction equipment.

  • Utilize a variety of hand and power tools in water/wastewater maintenance and facilities maintenance

  • Organize tools, equipment, and supplies necessary to complete assigned tasks.
3. Safety/Equipment Maintenance

  • Maintain safety regulations including wearing appropriate clothing, erecting proper barricades and

  • Inspect, clean, and maintain equipment and tools used to ensure they are in safe operating order.
  • Perform routine inspections of assigned areas to detect any necessary repairs or hazardous conditions.
  • Perform routine preventive maintenance on equipment as assigned making minor repairs and
adjustments for safety reasons.

  • Utilize proper safety precautions related to all work performed.
4. Other Duties

  • May be required to assist in the setup, teardown, and cleanup for special events and meetings.
  • May occasionally be required to work on-call, evenings or weekends.

  • Assist in other departmental operations when needed.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Perform other related duties as assigned.

Education, Training and Experience Guidelines:
A High School diploma or equivalent is required. A minimum of two (2) years’ experience in heavy equipment operation
and construction experience. Posses or obtain a class D TCEQ certification in water/wastewater within 1 year and
possess or obtain a class C TCEQ certification in water/wastewater within a 2-year period. Must possess a Class B CDL
preferably with tanker endorsement.

Knowledge of:
  • Operation and maintenance of a variety of heavy and light equipment, as well as power and hand tools in the area of
water/ wastewater construction.

  • General maintenance and repair techniques for a variety of heavy and light equipment.
  • Construction and installation methods and practices of area of assignment.
  • Practical elements of water/wastewater construction.
  • Basic mechanical aptitude.
  • Laws and regulations affecting water/wastewater maintenance activities.
  • Occupational safety and health regulations, practices and procedures for area of assignment.
  • Safe handling techniques of hazardous chemicals and materials.
  • Traffic laws, ordinances and rules involved in truck and equipment operations.
  • English usage, spelling, grammar, and punctuation.
  • City policies and procedures.

  • The physical activity of this position
o Balancing - Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow,
slippery, or erratically moving surfaces.

o Stooping - Bending body downward and forward by bending spine at the waist.

o Reaching - Extending hand(s) and arm(s) in any direction.

o Standing - Particularly for sustained periods of time.

o Walking - Moving about on foot to accomplish tasks, particularly for long distances or moving from one
work site to another.

o Pushing - Using upper extremities to press against something with steady force in order to thrust forward,
downward or outward.

o Pulling - Using upper extremities to exert force in order to drag, haul or tug objects in a sustained motion.

o Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-
position. This factor is important if it occurs to a considerable degree and requires substantial use of
upper extremities and back muscles.

o Finger Dexterity - Picking, pinching, typing or otherwise working, primarily with fingers rather than with the
whole hand as in handling.

o Grasping - Applying pressure to an object with the fingers and palm.

o Feeling - Perceiving attributes of objects, such as size, shape, temperature or texture by touching with
skin, particularly that of fingertips.

o Talking - Expressing or exchanging ideas by means of the spoken word. Those activities in which they
must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

o Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to
receive detailed information through oral communication and to make the discriminations in sound.

o Repetitive motion - Substantial movements (motions) of the wrists, hands and/or fingers.

  • The physical requirements of this position
o Heavy work. Exerting in excess of 75 pounds of force occasionally and/or in excess of 50 pounds of force

frequently and/or in excess of 20 pounds of force constantly to move objects.

  • The following personal protective equipment may be required and must be worn when required by the task being

o Hardhats, gloves, eye protection, ear protection, reflective vests and proper footwear up to and including
steel toed boots.

  • The visual acuity requirements including color, depth perception and field vision.
o The worker is required to have close visual acuity to perform an activity such as: visual inspection

involving small defects, small parts and/or operation of machines (including inspection); using
measurement devices; and/or assembly or fabrication parts at distances close to the eyes.

o The worker is required to have visual acuity to perform an activity such as: operates machines, such as
lathes, drill presses, power saws and mills where the seeing job is at or within arm's reach; performs
mechanical or skilled trades, tasks of a non-repetitive nature.

o The worker is required to have visual acuity to operate motor vehicles and/or heavy equipment.
  • The conditions the worker will be subject to in this position
o The work is performed primarily within outside environmental conditions; with travel from area to area.

o The worker is subject to exposure to hazardous traffic conditions

o The worker is subject to both environmental conditions. Activities occur inside and outside with
temperatures that may be below 32° or above 100° for periods of more than one hour. Consideration
should be given to the effect of other environmental conditions, such as wind and humidity.

o The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard
above ambient noise level.

o The worker is subject to hazards including a variety of physical conditions, such as proximity to moving
mechanical parts, moving vehicles, electrical current, exposure to high heat or exposure to chemicals.

o The worker is subject to atmospheric conditions. One or more of the following conditions that affect the
