The Project Engineer is responsible for the technical oversight of an assigned portfolio of improvement construction projects, primarily located at the Valdez Marine Terminal, but may also include Pump Stations on the Trans Alaska Pipeline System (TAPS), the 48” TAPS mainline pipeline, and the 10”/8” TAPS Fuels Gas Pipeline. The Project Engineer reports to the respective Project Manager.
Essential Duties & Job Functions:
Provides technical oversight of an assigned construction projects from conception through to completion.
Follows the Front End Loading (FEL) process with includes; Appraise, Develop, and Define and sees the project through the Execution and Close-out stages
Responsible for sponsor interface, work scope definition, design engineering, material procurement support, field implementation support, project change requests, inspection requirements, survey coordination, and close out documentation. All technical issues that arise throughout the project are directed to the Project Engineer for final approval.
Manages the contract design engineering firm regarding scope, cost, schedule, and change control
Manages the technical aspects such as APSC design basis, technical specifications, industry codes and standards, and government regulations
Coordinates with other departments and stakeholders such as; operations, maintenance, risk and integrity management, technical standards, subject matter experts, safety, environment, quality, inspections, project controls, and all implementation contractors.
Lead role in setting up and participating PHA/HAZOP, Decision and Risk Analysis, and Level of Protection Analysis
Provides technical reviews of temporary operating procedures and safe project procedures as required
Assists the Project Manager and Construction Manager in the development of project execution plans, constructability reviews and risk assessments
Adheres to all Alyeska pipeline and Chugach Alaska Services policies and regulations, abides by the Code of Conduct, able to be decisive during response and demonstrate professional behavior with the highest ethical, morale, and legal principles.

Minimum Requirements (Education, Experience, Training & Professional Certificates/Associations):
Bachelor’s Degree in Mechanical, Civil, Structural or Electrical Engineering
Ten (10) years of engineering experience managing industrial construction projects
Five (5) years’ experience on brown field capital and maintenance type projects
Attends training sessions, seminars and appropriate educational classes required by department
Computer skills commensurate with program and job applications
Valid driver’s license with an acceptable driving record
Successfully pass a pre-employment background check, medical and drug screening
Five (5) years’ experience in the petrochemical/oil/gas industry
Previous experience on the Trans Alaska Pipeline System
Corrosion Field Engineering (CFE) experience.
Professional Engineer (PE) license
Project Management Professional (PMP) Certification
Knowledge of Front End Loading Process
Knowledge of industry codes and standards and government regulations
Excellent verbal and written communication skills
Ability to multi-task
Ability to work multiple projects concurrently

The incumbent must be able to physically travel by air within the State of Alaska.
