General Statement of Duties
Performs responsible technical and specialized office, administrative and fieldwork in zoning enforcement, permitting and various local, state and federal environmental program compliance.
Distinguishing Features of the Class
An employee in this class performs office and administrative work involving assisting the public and establishing and maintaining programs on permitting, zoning, and related programs. Work is a mixture of administrative, administrative support, and paraprofessional activities related to development services for the City. The employee provides general administrative services to support the office, provides administrative support to the Planning Board and Board of Adjustment, and provides field inspections of zoning issues and tree removal compliance. Work requires considerable knowledge of
City development regulations and UDO, knowledge of City zoning ordinances and maps, knowledge of the development approval processes of the City, ability to interpret and apply regulations, and public contact and conflict resolution skills. Sound judgment is required in performing the tasks. Work is performed under regular supervision and is evaluated through observation, conferences, and the quality and effectiveness of work completed.
Duties and Responsibilities
Essential Duties and Tasks
Assists the public with information and proper processes regarding zoning, related City ordinances, addresses, flood ordinances, sedimentation and soil erosion control, etc.; interprets and assists the public with maps; assists homeowners, developers, contractors and others with understanding and following the development review process; handles public requests for services; answers telephone and takes messages; calculates permit fees based on established schedule; takes permits, copy, and other fees and prepares records of collections; forwards cash and records to Finance Department.
Assists with permit review and site plan review for setbacks, height, zoning, floodplain and storm water compliance, and related issues.
Applies zoning ordinances including making interpretations under the guidance of the Planning and
Zoning Administrator; makes field inspections of zoning issues; applies proper zoning for setback, accessory structures, development, sign ordinance, lighting plans, parking, etc.; maintains proper documents and files for the department.
Provides administrative support to the Planning Board and Board of Adjustment; ensures that proper public notices and advertising are placed in advance of meetings according to City codes and ordinances and state laws; prepares agendas; takes and prepares minutes as needed; collects and prepares supporting documents needed by Board members; assembles packets; attends meetings.
Provides assistance to the Planning and Zoning Administrator on the administration and preparation of land use planning tools and guidelines; performs various research; gathers various documents and plans.
Establishes computer records and performs data entry from permit forms and other documents; prints and compiles a variety of records and reports.
Prepares correspondence, memoranda, notes, reports or other materials; reviews work for compliance with instructions, spelling, punctuation and basic grammar; proofreads final proof of materials.

Must be able to physically perform the basic life operational support functions of stooping, reaching, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions.
Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
Must possess the visual acuity to compile and compute data and statistics operate a computer terminal, proof read materials, and do extensive reading.
Desirable Education and Experience
Graduation from high school and considerable administrative experience in a planning or inspections office; or an equivalent combination of education and experience.
May require ability to obtain zoning official certification.
Possession of a valid North Carolina driver’s license.
