The successful candidate will be fully responsible for directing all activities necessary in the development of outsourced contracts for highly complex, highway construction projects and the contract administration of all Oregon Transportation Commission (OTC) approved construction contracts.
In this role, you will work as one of the organizational experts in the management of construction and consultant design contracts in the area of contract interpretation and claims management.

A day in the life:
Assist the Rose Quarter Project Deputy Director in all activities associated with project development and construction of the I-5 Rose Quarter Improvement Project.
Manage the Project’s Owner-Rep contract, A&E Design consultant contract and the CM/GC contractor contract.
Provide program management and technical leadership for CM/GC alternative delivery of the I-5 Rose Quarter project.
Contract administration/project management responsibilities.
Coordination and communication.
Contract administration/project management.
Traffic and construction impacts.
Schedules and staging.
Progress and payment.
Manage contract change issues.
Review and acceptance of work.
Work site investigations.
Contract claims management.
Program evaluation and continuous process improvement.
Vendor selection and contract award.
Lead regional and statewide management teams.
Community and stakeholder involvement.

What we need:
A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering AND
Three (3) years of journey-level professional engineer experience.
Note: "Valid" means you have the ability to stamp. We will verify your license before we consider your application. If registered in another state, successful candidates will be required to obtain professional registration in the state of Oregon within six months of hire.
You will be required to use a vehicle to conduct business. You must possess and maintain a valid driver license and acceptable driving record. Your license does not have to be issued in Oregon to be considered.

Experience developing outsourcing contracts and negotiating costs for complex highway construction projects, including those associated with alternative contracting techniques such as design-build, CM/GC or A+B (+C).
Ability to exercise discretion and independent judgment while communicating with high-profile individuals in a tactful and professional manner.
Experience developing/tracking project controls for alternative delivery projects, such as design-build, CM/GC or A+B (+C).
Experience generating schedules in Primavera, Microsoft Project, or similar software.
