This position is located in System Shared Services- Application Development, Headquarters, Blythewood, South Carolina

Responsibilities of the System Programmer

You will be responsible for performing independent analysis, design, and documentation of new enhancements and maintenance of the DMV Phoenix Motor Vehicle Administration system.
You will perform independent coding, testing, debugging, and implementation of the new enhancements within the DMV Phoenix system.
You will serve as a technical liaison between internal and external users, technical staff and management to resolve existing problems.
You will tasked to design and develop new solutions to enhance the DMV Phoenix Motor Vehicle Administration system.
Maintain a current understanding of evolving security and privacy practice.
Identify process improvement opportunities and collaborate with peer teams and/or management to implement change.
Ensures the leadership, development, and mentoring of staff; enhances professional growth and development through communication and project leadership.

Minimum Requirements

A high school diploma and work experience in the modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software. An associate's degree or a bachelor's degree in a related field may be substituted for the required work experience.
Additional Requirements

Must be proficient with COBOL and SQL.
Must complete a nationwide criminal background check.
Proficient in computer analysis, design, coding, testing and debugging.
Ability to communicate effectively both orally and in writing DMV Policy and Procedures.
Ability to plan, lead, define, direct, instruct, and review project level work.
